1986 Other Isuzu Models My Carburetor

I recently went to do a complete overhaul of my engine. After about two months i loan out my Vehicle to one of my friends. The hose for the radiator burst ed so i had to replace the engine head. Any time i go and drive in town and when i gear down the engine revs down completely. Now when i start the engine it revs high and doesn't want to rev down. how do i fix this problem?

check all vacuum lines for damage/breaks etc.
