the truck doesn't want to exceed 50 mph. It struggles at all speeds and idles very rough. Can it be the fuel filter? Can the catalytic converter have such a drastic impact?

This sounds exactly like what happened to mine. We have tried changing the MAP sensor and the PCM but it still does it. Have you found out what the problem actually was?
