That is the plastic cover that is damaged. There are a couple of options. One is to take a hot day, then use a heat gun and slowly heat up the areas that are deformed and move the pieces back into place. Then you drill holes on either side of the crack and use small zip ties to "stitch" it together. Or you can remove the rear taillights (remove the access cover, remove the two screws and pull it out of the clips, then disconnect the connectors and set them inside the car. Then remove the screws from the bumper cover as shown and with a helper you then pop the clips free around the cover and remove it. Disconnect the parking sensors and set it aside. Now you reverse that process to install the replacement. Takes roughly an hour if you are not practiced with it. I would suggest finding a you pull it type yard and going there to get the replacement. That way you can "practice" on one before you take yours apart. Or you can use www.car-part.com and enter in the vehicle info (2013 Ford Focus, Bumper assy, hatchback with park assist) and see how many yards in your area have one on hand. I looked quick and found 2 of them in silver within 50 miles of me so you should find a few. Have them pull it and you go pick it up. Then do the same removal and install on your car. The average price in the northeast was around $200.00. At a you-pull-it they are about $75.00. Hope that helps. Oh, one thing they don't say. Take some painters tape and go around the edge of the bumper cover near the lights and on the body, that way when you are removing or installing, you minimize the possibility of scratching the paint with the clips if you slip.
