Is there a way to check the ECM computer for proper voltage

I bought a 1991 Chevy S10 pickup 2.8 liter V6 2 wheel drive she started blowing the fuse to the ECM I replace the fuel pump fuel relays the injector plugs I also found a chafed wire by the oil pressure switch I fix that now I'm only getting 8 volts to the fuel pump

The power supply for the fuel pump doesn't come from the ECM. It only supplies ground trigger for the relay. https://www.2carpros.com/images/external/41927760.gif
