Instrument Panel not lighting up, no power to fuse?

Hello,

This was next on my list of things to repair on my car listed above S55, it has a 428cj and runs great. There are some interior lights that do not work. The gauge lights, radio, headlights and taillights work. Map light, windshield wipers, trunk light, rear seat lights and a few others do not work. I got underneath the dash to check the 5 fuses and they were all good. Then I used a circuit tester, all the fuses except the small instrument panel fuse had power. I'm not sure where that leads too or what to check next? I didn't see any unplugged or broken wires. Can you point me in the right direction on how to get this issue fixed? Please let me know if you need any more info. Thank you.

I would check the fusible links near the starter solenoid. Pull on them if you find one that is rubber link it is broken and needs to be replaced. Also check the power outputs of the ignition switch. Please check out this guide:
