Instrument panel does light up when it is cold outside

In winter when it is cold the top quarter of my instrument dash does not light up along with the other three quarters. Is this a bulb fault and if so which one should I change? It all comes back on after I have driven for about fiufteen minutes. Thanks for your help.

It sounds like it is not a bulb problem because once a bulb is out it does not come back. I would say the driver inside the instrument cluster is bad I would try to find a used unit and install it to see what happens.
