On the inner tie rod bushing bolts they are getting tight before there all the way in there. Not cross threaded.

Good evening,

Did you use the same bolts that came out?

How do you know they are not cross threaded?

Did they come out easily?

You may need to remove the bolts and get a tap and clean up the threads.

They are new bolts because the two that were in there broke and the two new bolts are just a little longer than the old bolts. Even the shank on new bolts is longer.

Then you need to get a thread chaser to clean up the threads. They may have been damaged when the bolts broke.
