Inner tie rod removal

I have a problem removing the internal tie rod from the right. There is a cover I cannot remove.

INNER TIE ROD

1. Remove outer tie rod. See: Tie Rod End > Removal and Replacement > Tie Rod End - Removal
2. Remove tie rod jam nut from inner tie rod.

3. If servicing right inner tie rod, remove screws and push-pins securing heat shield (1) over right side of steering gear (2). Remove heat shield from over steering gear bellows.

4. Remove clamp (3) securing bellows (1) to inner tie rod.
5. Remove clamp (2) securing bellows (1) to steering gear body.
6. Remove bellows.

7. Install appropriate inner tie rod removal tool on inner tie rod (1) hex.

CAUTION: If inner tie rod cannot be removed using specified tools, do not use a hammer or heat to loosen. Damage to steering gear will occur. Replace entire steering gear.

8. Unthread and remove inner tie rod (1) from steering gear (2)
