when you try to set the internal temp for heat
both the inside temp and the setting temp scroll
up and down with the same number , unless there is a mismatch calling for heat it will not come on

If the engine was not getting to normal operating temp, you should be getting an error code.
So it is more than likely the temp control module.

This is probably going to have to go to dealer service unless you can find an Infinity service garage locally.
