Ignition switch problem

the ignition switch will not turn all the way off and sometimes the key will not come out either. now I have to disconnect the battery to the car to make sure the car is off. how do I get the ignition switch to turn all the way off? Please help. Thanks

It has a park lock solenoid that prevents you from locking the steering column if it is not in Park so that solenoid or the signal to it may be having a problem. #2 is the solenoid. https://www.2carpros.com/images/external/85097430.gif
