Yes. What you should be able to do is show proof of ownership of the car to an automotive locksmith. They can cut you a new key(s) and program them into the car without replacing the existing locks and cylinders.
To remove the current cylinder in that car you need a working key to rotate it to the proper position. Removing the entire switch assembly is not difficult, you remove the lower steering column trim panel and remove a couple screws. But you still would need to program in the new key and because that key does not match the door or trunk locks you will not be able to lock the car because the alarm uses those latches and the internal lock sensors will assume you are trying to steal the car. So you would then need to replace the door locks with ones that match the new key.
That is why I suggest the locksmith, usually faster, cheaper and they will come to you.
I suspect the dealer will just use the VIN to have new keys made that fit the existing locks and then code them to the car. Which is what the smith would do, likely for less money though.
