There is a strange inconsistent buzzing coming from my dash on the drivers side that fluctuates from medium loud to almost off or it sputters it is not the normal dinging from the door being ajar. The car will not turn over. There is no clicking from the starter and the battery is new. other than all the lights and the irritating buzzing.
