Ignition problem

I have replaced the ignition lock cylinder, the ignition switch and the starter solenoid. The key turns to the start position but will not turn back. Consequently, the starter continues to run until I pull the battery cable. I cannot think of what else could be the problem.

Sounds like the spring in the ignition switch has broken or the actuator rod is binding.
The spring in the switch is supposed to push back on the rod to rotate the cylinder back. The other issue could be the rack inside the column could be damaged and will not freely allow motion.
