The one thing that I can think of would be if the lock gear wasn't installed in the correct position.
Do me a favor. Take a look at the directions below and let me know if there is anything you may have missed. Note that the directions indicate installation is the opposite of removal, so you will need to work backward.
Note, I am basing that on the idea you removed the steering wheel due to a non-functional key. If that isn't the case, was the old cylinder in the run position when removed? Also, is the new one in the run position?

See pics below. Also, the pics below are for a non-functional switch replacement. In other words, you couldn't turn the original lock cylinder key to the run position.
