Welcome to 2CarPros.
You mention that each time you have it fixed, it does it again. What is being done to repair the problem?
Next, anytime there is an electrical issue like this, I like to start at the source of power, the battery. I realize all the lights come on, but make sure the battery terminals are clean and tight. He is a link you may find interesting.

Now, since the problem seems to be related to the starter not working, we have a couple possible issues. First, I want you to locate the starter relay. It is under the hood in the power distribution box. I attached a picture of the relay /. fuse box which indicates which one is the relay. Once you locate the relay, switch it with another one with the same part number located in the box. See if the car then starts. Also, if you would rather check the relay itself, here is a link that shows how to test a relay. Additionally, I have attached a few links that will help you to test the relay.

If the relay tests good and this doesn't help, I need you to check of the starter is getting power. Here is a link that explains how to do this.

On this test, you will need a helper to turn the key to the start position while you check for power to the smaller wire on the starter. You should only get 12v power to the smaller wire when the key is in the start position. The larger wire always has 12v because it is directly connected to the battery, so make sure not to do anything to short that wire.
If you find there is power to the smaller wire under test conditions and the starter doesn't engage, replace the starter.
Here are a couple links that discuss a starter and in general how one is replaced.
