Vehicle is running rough and having trouble starting. I am sure it is the coil packs judging by the corrosion. Within last week replaced spark plugs. I will replace coil packs this weekend. Question is, can bad coil packs affect the a/C from functioning properly?

No coils only effect engine running if A/C does not work right it may be at idle but no place else. Scan for codes and check fuel pressure with a gauge prior to replacing coils it may be something else. See link.
