Ignition and electrical issue

Got home from work other day without any issues or noticing anything out of the ordinary. Couple hours later I try to run to the store real quick. Going to car I hit key-less entry but car did not unlock. Thought maybe remote battery was drained so I unlock door with the key. I get in a proceed to start the car. At the time nothing was running when I got to or in car. When turning the key to start the windshield wipers start to move but they were not on and the car did not start. Also noticed the brake pedal was stiff as I could not push it. I then try to turn key to off position to remove but it got stuck at the ACC position. Waited for wife to get home so see if maybe the battery was drained and then jumped it. Car would not start and key still would not come out. But now with juice in the battery the wipers were moving quicker and now the engine cooling fan kept running. I immediately think it is an ignition issue because it controls so many things but I am unsure. Do you have any idea what it could be? Thanks

What is the battery voltage?

All these issues sounds like a low voltage issue. Without the right amount of power, all kinds of crazy things happen.

Voltage was at 12.0. When I hooked jumper cables up it got to 12.8.

12 volts is a dead battery.

You need to either charge the battery to 12.6 or replace the battery.

Start there.
