ign key locked but will turn nothing happens

ignition key will turn nothing will engage, key wont come out it is zero degree out side battery yesterday worked fine. also need answered how to remove battery case to charged battery. every thing asked like a dead battery I haven't checked the battery yet. need to know how to remove plastic cover from battery box

I'm not sure what black cover you are referring to. Is it a plastic box that covers the battery with the terminals jutting out from the top?

Once you remove the battery terminals, it should slide off.
