Idle air control

My car was idling a little too high rpm so I replaced the idle air control valve myself and now when I turn the car on it revs up to 3000 rpm down to almost wanting to shut off then it goes back and forth. I do not know what I need to go back and check or if it is the new part itself.

When the idle speed drops down, unplug the idle speed motor, then see what happens to engine speed. If it still surges up and down, there is a vacuum leak that is allowing in extra air.
