Transmission Filter Area Leaking Clear Fluid?

So the part in the picture i believe is a transmission oil filter but it appears to be leaking a clear fluid or water and not ATF, my transmission fluid is not leaking and my coolant is leaking at a very slow pace (I have to top it off about once a week) idk if that filter is the cause or not, does anyone have any ideas for me?
