First, there isn't a 25 amp fuse for the headlights. Instead, there are four 10 amp fuses. They are located in the under hood fuse box. I have to be honest, it's odd that they would all blow at the same time unless something was shorted when you installed the new bulbs.
Take a look at picture 1. It shows the four fuses and what each is for. Also, picture 2 shows the wiring from the fuse box to each light and the ground for each light. If the fuses indicated are good and you have power to the light, either you got bad bulbs (which is unlikely), the bulb sockets are damaged, or there is no ground. If you look at pictures 3 and 4, it shows which pin should have power based on the selected mode (high or low). Confirm you are getting power to where it indicates. The first picture is the left side, the second is the right.

The first thing I would do is check the fuses I indicated. If they are good, check for power to the light sockets (pictures 3 and 4).
Do this and let me know the results. One last thought. The bulbs are held in with a thin steel retaining wire. Make sure it was properly installed and hasn't crossed pins on the bulb causing a short.
