transmission or hub bearing issue

A mechanic told me it was my hub bearing and I was driving this morning then the front right tire just locked I could not move it at all not in neutral nothing and now someone is telling me it is my transmission, because that one side is jacked up and my tire would not spin. does it sound like my transmission to you?

jack it up and put in neutral and try to spin the wheel then do the other side if it wont spin it is possible it is a bad wheel bearing or a brake problem, but from a mechanic already looking at it i would say bearing.
