You are correct that OBDII wasn't required until 1996. Your 1995 has a pair of connectors above the right-hand kick panel that are used with factory level diagnostic gear to pull data from the ECU for testing. The data link has three wires, the brown with black is a ground, the White w red is battery, and the light blue is the data stream. The catch is that in those vehicles any tuning has to be done on the chips themselves, the data like is only a one-way feed with very limited bi-directional abilities, it doesn't have programming ability as that is done by changing the PROM chip.
