My car starts and run fine but the fuel gauge reads a quarter tank of gas , but I only have a gallon of gas I put back in the car. Could I have a grounding issues? How do I reset or re-calibrate the fuel pump setting?

It sounds to me as though you may have bent the float arm when replacing the fuel pump.
I assume the fuel level was find before?

Yes it was always accurate until I replaced the fuel pump. so I should not pay someone to so call regrouped or re-calibrate the fuel pump ? Just pull the pump back out and recheck the float arm.
