V=Plant
03 = Month
02 = Day of month
CNN = Engine Suffix Code
So your engine was built in Flint on March 2 and was intended for a 1970 turbo 350 - 250 HP 2 bbls for an A, F, or X body style. I attached the possible body styles that this could have gone into.
