Forty five mph is right in the speed range of where they will start to spin from the air flow blowing through the blades. That sets up a squeal or moaning sound that stops before the car slows down to a stop. It is caused by worn bearings. To verify this, tie up the blade so it cannot spin. Drive only at highway speed so natural air flow is sufficient to keep the engine from overheating.
