2003 Hyundai XG350 water leak

Rain water is coming in through a wire harness located under the driver side that comes in through or near the side panel/front left tire. It puts water on driver side under drivers feet. Taken to 4 places and they are unable to repair. How can this be repaired?

i am currently repairing this vehicle. i had to remove the lt. fender and splash shield to expose the rust that had caused the body seams above the wire harness to open and let water in. the rust needs to be cleaned up and the seams resealed to keep water out.
