2006 Hyundai Tiburon AC FAN BLOWS CONTINUALLY

There does not seem to be a way to shut the ac fan off. If I turn ac to 'off', the fan still blows. I can raise the temp, which causes the fan to change vents and perhaps blow less, but it still blows. I can lower the fan, but it never goes off. If I keep the ac on 'auto', the fan blows hard out of the top vents. Is this normal?

If it has climate control, once a temp is reached, the fan will slow and the temp of the air coming out will change. Is that what it is doing?
