2000 Hyundai Tiburon Windshield Wiper Problem

Daughter turn on wipers with ice on the windows. Now wipers won't work, although I can still hear the wiper motor sound as though they are "going back and forth" like wipers do. Is it possible that they have come off of the wiper arm holder or does this sound like a motor issue?

At the base of the wiper arms, remove the cover and tighten the nuts that are holding the arms onto the spindles.
