1998 Hyundai Tiburon brake lock up

My dad bought a 98 tiburon and the back right tire the brake is locked up and the back wheel wont move and we can't get it unstuck. what should we do.

HI there,

Start with backing off the handbrake adjustment and undoing the hand brake cable as it may be seized, if this is not working undo the hydraulic line at the wheel and see if it is a pressure retention problem, try these first, also advise if rear drum or disc as well please.
