1997 Hyundai Tiburon ignition or starter?

I can't figure out what's going on with my car. There's plenty of power but it won't turn over. The fuse box clicks when I turn the key but there's nothing from the starter area. Could this be an ignition coil problem? Or is my starter just out?

Do a battery capacity test-if it passes make sure the its clean and tightened properly.

Below is your starter control circuit-if you wish to start-find the clutch switch at the pedal support bracket disconnect it and jumper it and see what happens if it continues track it by using the diagram below
