2004 Hyundai Sonata speedometer

My speedometer bounces from 0-60 and back when I go about 60mph. It mostly does it when its cold. The car does not shake, but may have problems shifting into third? Because when it wasnt shifting into third I left off the gas and then the speedometer went back up to normal speed and worked fine.
