Hi there,

Lift the blades clear of the screen and turn on the wipers, if you can hear the motor turning and there is no motion the regulator will be faulty or the wiper arm is lose on the motor, if there is no motor noise or it is stop starting i would be checking the motor. If the blades were frozen to the screen and the wipers turned on the motor may be burnt out.
