I HAVE BRAKE LIGHTS WHEN HEAD LIGHTS ARE OFF BUT NO BRAKE LIGHTS WHEN HEAD LIGHTS ARE ON

the headlights and brake lights circuits and are totally seperate and should have no effect on each other . have an autoelectrician look at the car ?
