2002 Hyundai Santa Fe Power Steering Pump

I can hear a loud whining sound comming from the powersteering pump when there is fluid in it. i tried draing the resivoir and flushing the pump but no improvement. I am hoping I dont have to replace it. Any advice?

They make additives that may help, but I never had any luck with them. Chances are the pump is worn.
