Hyundai Problem

I have a 2002 Hyundai Elentra VE which is hard to steer when the weather is cold. The Steering oil level is OK as is the belt. There are no visible leaks. The steering is OK when driving down the highway but when I go to parallel park for instance I have to pull really hard on the steering wheel and it seems to , let me see if I can explain, pulsate or move back and forth clockwise and anticlockwise. What could it be?

sounds like a problem with the power steering pump. Is there the correct hydraulic oil in it?

Or check the power steering pressure switch.
