I have a 4 cylinder car, all three spark plugs are working well but one is not though it's new. Could it be the cable or the distributor?

check the spark on that cylinder with a spark tester.
make sure it goes to a good clean ground. and the spark is bright and blue.
if nothing or a different color then blue spark check the wires ressitance and the rotor and distributor cap for wear or corrosion. switch the wire and plug with a different cylinder and see what happensl
