1994 Hyundai Excel car running rough

I have a problem with my car. anytime I get into water or if it is snowing and it throws water under my car, it will act like it is not getting fuel. Once the car sits for about 20 minutes it will start back up and run fine until I get more water splashed up under the car. Do have any idea what it could be?

Have you ever replaced the plug wires? It sounds like they are getting wet and shorting.
