my car failed inspection for high hc. i hear a very suttle popping sound. the timing is way off and turning the distributor in either direction does'nt bring to specs. it seems that n0.1 cylinder is firing at the wrong time.What should i look at?.distributor cap,rotor,spark plugs and wires have been changed. thank you.

Other causes for high HC are as follow vacuum leaks, weak coil, low fuel pressure, dirty fuel injector/s and worned valve guides/seals and cylinder rings-
