2007 Hyundai Elantra fog lights

The fog lights are burned out. Do I need to replace the whole fog light assembly in order to replace the fog lights. Both fog lights are burned out.
I also am unable to check the fuse due to the fuse's solid construction.

Just replace the bulb. Remove it from behind the light assembly.
