What is the best technique for removing frozen brake rotors? I have an acetylene torch, but I am afraid that the excessive heat will harm the wheel bearings.

use penetrating oil and a hammar. I agree with you. You don't want to overheat the bearing. If you have a dead blow hammar that is rubber coated, use that.
