90% of the time that is caused by a loose or bad belt. If the belt is good and adjusted properly, then you could have a bad pump seizing up but it's more likely a belt problem.

Hey wrench tech
Accordiing to mechanics from Hyundai
they recommend replacing the steering rack which
is what casues the power steering pulley to seize-hestiate and squeal when turning
