Power steering not working properly, difficult to turn wheel while sitting still?

The power steering works fine when moving down the road. Come to a light and when sitting sill the wheel is hard to turn. I replaced the pump with no improvement. When sitting still and turning the wheel the pump bogs down and stops with the belt still moving. I have also tightened the belt the pump still will stop.

Hello,

The symptom you are describing, sounds like an issue with the belt that is loose or the belt is likely glazed and just slips on the pulley without turning it.
Keep in mind if the tensioner is bad then it will be unable to keep correct amount of tension on the belt.

Check the belt and make sure it is in good condition.
