2001 Hyundai Elantra seat belt mechanism

the seat belt mechanism in my car is no longer working. the belt will not spring back into place and is remains loose as if there is no seat belt. how difficult is it to fix on my own or is this a mechanics must do job?

It needs replaced. The new one will bolt into place after the old one is removed.
