When I start the car up in the morning or when it's cold the power steering makes a whining noise?

Hi:
It could be cased by the fluid being heavier when it's cold or just dirty. You may want to have the system serviced to see if that helps. They actuall remove all the old PS fluid and replace it with new. Most will add and additive to help quiet it down.
