2001 Hyundai Elantra injector pulse width

hi,

my elantra is having a very poor fuel economy. It also fails the emission tests with high CO (4-6%). I took it to a service place and they have done everything they can, but still problem exists. They have replaced MAP, Coolent sensor, injectors, spark plugs, air cleaner, checked timing, checked fuel pressure, etc. the conclusion was to change the ECU.
when ECU is scanned, it shows a injector pulse width of 4.1ms when idling at 770 RPM.
the engine is a 1.6L, DOHC engine. Is this pulse width too high for this car? Where can i find more information about pulse width durations for RPM values for this car?

If the pulse width is too high, could anyone guess what could cause this considering the things i have replaced/checked so far?

That means 4.1 milisecond, and it is acceptable. Have they checked the O2 sensors? Catylatic converter?

When I say check, I don't mean replace because a lot will just replace parts hoping to fix the problem. They can be checked to determine if they are working properly.
