WHEN THE WEATHER IS COLD AND THE CAR IS STARTED IT SQUEELS REALLY LOUD.GIVEN SOME GAS IT STOPS,BUT WHEN THE STEERING WHEEL IS TURNED IT ALSO SQUEELS.AFTER WARM UPIT STOPS.

sounds to me that you may need some belt dressing. also the belt may be shot or the automatic tensioner is not properly tightenining. the reason it squeals is when the wheel is turned it puts strain on the belt and if its loose it slips and makes the squeeling sound.
