If I wanted to put in fog lights where can I get the plastic grill piece from to replace the one that is there?

I would recommend a salvage yard. Otherwise you will need to go to the dealer and pay double.

With the car being so new will the other year bumper parts fit the 2009?

I'm sorry, but I don't have the cross reference info for that. If you call a salvage yard, they would know. Plus, I'm sure there have been 09's already in accidents, so your chances are good to find one.
