2005 Hyundai Accent 4 cyl Manual 57,903 miles

My 2005 manual Hyundai Accent mileage: 57,903 suffered two different days of flood water. The water was high enough to reach the lower engine. After the second time I went out to start the car and the engine wouldn’t turn over. I also noticed that my radio stations had been unprogrammed. I thought it was the battery and got a jump start but not useful. I tried a second day and it still won’t start. I checked the oil and its fine. As I was waiting in my car I reprogrammed the radio stations. While listing to the radio I rolled down the window and the radio began making a wired sound like the speakers were going to blow out, although the sound was very low. I then went to start the car again and it still did not work and the radio stations became unprogrammed again. Could my car have suffered electrical damage?

Did any water get into the car? Also, does the starter work when trying to start it?

No water got into the car. The engine doesn't even turn over.

If I had to guess, I would say the starter is bad. Here is what I need you to check. Have a helper turn the key to the start position while you check for voltage to the smaller wire on the starter. There should be 12 volts. If there is, the starter is bad. Also, make sure the battery terminals and ground to the engine block are clean and tight. Finally, if you have a volt meter, make sure the battery is producing at least 12 volts. Something may have drained it.
