No starter

I thankyou for taking this Question.I have a 2003 Hyundai accent that every once in a while when you are cranking it over it starts cranking normal crank speed and after about the third crank it will suddenly almost stop as if it was vapor locked.I've checked the timing belt,it is due to be changed but is there and with number one up all marks line up.I also checked timing with my genisys and timing is right on.injectors are not leaking down,starter bench tested ok put a new one in to try it.It was the same,compression check was 190 across the engine.there is not a diff.if it is cold outside or hot.it does seem to do it more when you first start it but it will still do it hot just not as often.any help would be great.
